Building and Land Use

  • Please note: We only issue building permits for addresses located within our Municipal Town limits. Any addresses outside of the Town limits will need to get their permit through Elbert or El Paso Counties. Please feel free to email or call if you need to verify an address.

Building Department

The Town of Simla Building Department is dedicated to ensuring safe structures within our community, We oversee and enforce local building codes and standards to protect the health and welfare of our residents and businesses.

Our services include:

  • Reviewing and approving building permit application for residential and commercial projects.
  • Conducting inspections at various stages of construction to ensure compliance with approved plans and codes.
  • Providing guidance and resources to property owners, developers and contractors on building regulations.
  • Provide guidance on inquiries about other Town of Simla building, zoning and land use questions and concerns.

The Town of Simla is on the 2006 version of the International Building Code. The Town of Simla does not conduct electrical inspections. Electrical inspections must be scheduled with the State of Colorado.

Building Permits

Buildings or structures one hundred fifty (150) square feet or less and pre-engineered temporary metal on-stall car ports shall not require a building permit but must comply with appropriate setback regulations. All other buildings or structures must be issued a permit and pay the necessary fee prior to construction.

The Town does not require Contractor licensing or registration to pull a permit.

Complete Building Permit Applications and supporting documents can be dropped off at Town Hall, 323 Pueblo Ave, Simla, CO 80835, Monday - Friday, 8 am - 4:30 pm.

After your building permit and supporting documentation has been review the Building Official, you will be notified of the permit cost. Payment may be made by cash, check or credit card. Your building permit must be placed in a window that can be seen from the street.

Inspections are the final steps in various phases of your project as it moves toward completion. Before you begin each new phase, you must have an approval on all required inspections for the portion of work just completed. An inspection is approved when the building inspector has dated and marked it as “accepted” on either the front or the back of the PERMIT CARD.

Inspections serve two main purposes: 

  1. To assure the work meets minimum code requirements and  
  2. To verify the actual work is being done as it was shown on the approved plan 

A completed record of approved inspections can provide a feeling of security and can assist in qualifying homeowners for insurance coverage and other benefits. 

The owner or contractor is RESPONSIBLE FOR CALLING FOR INPECTIONS one (1) day in advance, before 4:00 p.m, Monday – Friday at 719-541-2468. A specific time will be scheduled in consideration of the nature of the inspector’s work. However, A.M. or P.M. requests are accepted and, in most cases, can be accommodated. The PERMIT CARD and the APPROVED CONSTRUCTION SITE PLANS should be kept at the site, or the inspector may not be able to make the inspections. It is the owner’s responsibility to have all animals under control. If dogs or other animals are loose in the yard /property, the inspections may not be made. A reinspection fee could be charged. 

Land Use Applications

The term “land use application” applies to all applications for annexation, conditional or special review uses, PUD applications (including sketch, master plans, preliminary plans, and final plans), site specific development plans (vested property rights), subdivisions (including sketch, preliminary, and final plats), zoning or zoning amendments, rezoning, lot line adjustments / vacations, lot splits, minor subdivisions, mobile home park permits, variances, and appeals to the Simla Board of Trustees.
