Planning an Event in Simla?

The Town of Simla welcomes community events that promote social, recreational, cultural, and civic engagement. Whether you are organizing a festival, fundraiser, community celebration, athletic event, or other public gathering, we encourage you to review our Special Event requirements before making plans.

A Special Event Permit is required for any organized or publicized event that takes place on, or directly impacts, Town property, parks, facilities, streets, or roadways within Town limits. An organized event is defined as an event where the public is invited through advertising, social media, flyers, or word of mouth.

When is a Permit Required?

A Special Event Permit is required for events that:

  • Are open to the public
  • Use Town parks, facilities, streets, or other Town-owned property
  • Impact pedestrian or vehicle traffic
  • Include vendors, entertainment, organized activities, or large gatherings
  • Request Town support or services

A permit is not required for private family reunions, picnics, outings, and similar routine recreational activities unless they significantly impact normal pedestrian or vehicular traffic.

Application Requirements

To ensure adequate review and coordination, applications must be submitted:

  • At least 30 days prior to the event date to guarantee permit processing.
  • Events requesting Town co-sponsorship or involving alcohol should be submitted at least 60 days in advance.

Applicants must provide:

  • Completed Special Event Permit Application
  • Proof of liability insurance naming the Town of Simla as an additional insured with a minimum coverage of $1,000,000, or request Town co-sponsorship.
  • Event details, including location, attendance estimates, and any street closure requests.

Events Involving Alcohol

Alcohol is not permitted on Town property unless the event organizer obtains the necessary Simla Special Event Liquor License and receives Town approval. Events involving alcohol require additional review and a public hearing process. Applications for these events should be submitted no less than 60 days before the event.

Event Organizer Responsibilities

Event organizers are responsible for:

  • Conducting all activities in a safe, lawful, and orderly manner
  • Providing security or law enforcement coverage when necessary
  • Removing all trash and completing post-event cleanup
  • Preventing damage to Town property, landscaping, facilities, and equipment
  • Complying with all local, state, and federal laws and regulations

Permit Review Process

Standard permit applications that meet all requirements may be approved by Town staff. More complex applications, including those involving alcohol or lacking required insurance coverage, must be reviewed and approved by the Simla Board of Trustees.

Facility and Park Use Priorities

When scheduling facilities and parks, priority is given in the following order:

  1. Town operations and functions
  2. Town-sponsored or co-sponsored events
  3. Non-profit organizations and community functions
  4. Private functions hosted by Simla residents

Facilities & Amenities

Simla Town Park

The Town Park provides a welcoming outdoor space for residents, families, and event organizers. Available amenities include:

  • Covered pavilion with electrical service
  • Playground equipment
  • Public restrooms
  • Picnic tables
  • Trash receptacles
  • Open green space for recreation and community activities

The park is a popular location for community gatherings, celebrations, fundraisers, and special events. Organized public events may require a Special Event Permit.

Hope Community Center Community Room

The Hope Community Center Community Room offers a comfortable indoor venue for meetings, receptions, educational programs, social gatherings, and community events.

Amenities include:

  • Spacious community meeting room that can accommodate 20-25 people
  • Tables and chairs
  • Smart T.V.
  • Restroom facilities
  • Heating and air conditioning
  • Accessible entry and parking

The Community Room may be reserved for approved public and private functions, subject to availability and Town policies. Groups planning public events may be required to obtain a Special Event Permit, depending on the nature and size of the event.
